Background:

Under the auspices of the Somali Compact 2014 – 2016 that was agreed in September 2013 and the United Nations Somalia Integrated Strategic Framework 2014 – 2016 signed with the Federal Government on 29 October 2014, the Somalia Joint Rule of Law Programme (‘the Programme’) has been developed. The Programme is designed to support the Federal Government of Somalia (FGS) in achieving the Somali Compact Peace-building and State-building Goals (PSGs) 2 Security (Policing component) and 3 Justice, which identifies the strategic objectives of establishing unified, capable, accountable and rights-based Somali federal security institutions providing basic safety and security for all; and establishing independent and accountable justice institutions capable of addressing the justice needs of the people of Somalia by delivering justice for all. In accordance with the Compact’s Special Agreement for Somaliland, the Programme also includes separate work-plans for Justice & Corrections and Police as well as the associated results frameworks that are aligned to the Somaliland needs and priorities.

The Programme is founded on the Somalia Rule of Law Programme Priorities which were developed by the PSG 2 and PSG 3 Working Groups and endorsed by the Somali Development and Reconstruction Facility (SDRF) Steering Committee on 31 August 2014 as a thematic priority for part of the initial funding pipeline for the UN Multi-Partner Trust Fund (UN MPTF). The Programme adopts the thematic approach of rule of law for support to police, justice and corrections and builds on previous support provided to rule of law, and in particular the progress already made under the Somali Compact as reported by PSG 2 and 3 Working Groups and discussed in Copenhagen in November 2014.

The Programme represents a joint approach by the United Nations Mission in Somalia (UNSOM) and the UN Country Team to strengthen collaboration, focus and coherence to support the implementation of the Somalia Rule of Law Programme Priorities. The Programme builds on the positive gains, experience, expertise and added value of relevant UN partners under the Global Focal Point Arrangement to advance rule of law and constitutes a key landmark to maximize impact of UN interventions, minimize overlapping activities and maximize UN MPTF resources and know-how of the UN to “deliver as one” to enhance justice and security for all Somalis. The Programme framework ensures that collective UN action to enhance rule of law retains capacity building, gender equality and human rights principles as cross-cutting issues of this approach as outlined in the Somali Compact.

Under the guidance and direct supervision of the Project Manager Rule of Law Project, he/she is responsible for the management of the UNDP Justice Technical Team with regards to capacity building to justice and corrections institutions and actors. He/she will develop and coordinate UNDP’s efforts to develop and strengthen the justice system in Somalia, with a special focus on the establishment of an independent and accountable judiciary.

S/he will work in close collaboration with the national Justice experts in the UNDP Area offices, the Police Technical Team, National Area Project Managers, operations team, programme staff in other UN Agencies, and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of capacity building related activities.

S/he will provide strategic guidance and advisory services to the national counterparts including but not limited to policy making processes, legislation review, capacity building and institutional reform mechanisms.

Description of Responsibilities :

Summary of key functions:

  • Ensures capacity building of Justice and Corrections Institutions;
  • Effective capacity building of the Justice System Stakeholders;
  • Provides effective technical and advisory services to institutional reform processes;
  • Ensures effective and efficient results-based project management;
  • Ensures knowledge building and management.

Ensures capacity building of Justice and Corrections Institutions in the area of policy making and legislative drafting processes focusing on the achievement of the following results:

  • Provide technical advice to the Judiciary with a view to building national capacities and strengthening the rule of law;
  • Ensure capacity-building of national counterparts including the Ministries of Justice, the Attorney General Offices and the Judiciaries at the Federal and state levels;
  • Provide support to development of Judiciary policies and institutions in collaboration with the Government and other strategic partners;
  • Contribute to the establishment of the Judiciary Service Commission in Mogadishu;
  • Ensure strengthening of the Bar Association to act as professional representative body for lawyers and legal aid professionals;
  • Provide concrete technical inputs and advice to the Policy and Legal Drafting Unit and the Joint Implementation Support Unit of the Ministry of Justice in enhancing their skills in drafting and implementing policies and laws;
  • Work closely with the Judiciary, Ministry of Interior and Security institutions to develop mechanisms and implement strategies to improve security of Judicial staff and court users;
  • Provide technical and advisory support to the Ministry of Justice Technical Dispute Resolution Mechanism;
  • Provide support to key accountability and oversight bodies. Contribute to the establishment of a Human Rights Bill and Commission.

Effective capacity building of the Justice System Stakeholders to cater for the capacity development needs of all justice actors (judges, prosecutors, lawyers, legal aid providers, court clerks) focusing on the achievement of the following results:

  • Provide support to the Judicial Training Institute in conducting needs assessment, formulation and implementation of training policies and programmes for judges and prosecutors;
  • Provide capacity development support to practicing lawyers and legal service providers (due process, counselling and representation, referral etc.);
  • Establish support to faculties of law and scholarship programmes for members of the Judiciary to receive induction training, advanced judicial training and develop strategies to increase the knowledge and capacity of the staff of the Judiciary;
  • Conduct training programmes including “training of trainers” to transfer training skills to designated national actors;
  • Contribute to developing and streamlining regulations and procedures to standardize court functions and minimize opportunities for interference and arbitrariness;
  • Conduct awareness raising campaigns on justice services and legal rights. Raise public awareness on constitutional rights and general legal processes;
  • Coordinate rehabilitation projects and oversee support to infrastructural improvements of court buildings in prioritized regions of Somalia, including court construction/rehabilitation;
  • Develop capacity building strategies to improve the operations of Mobile Courts and expand their services in prioritized regions of Somalia;
  • Conduct training programmes including “training of trainers” to transfer training skills to designated national actors;
  • Develop and ensure implementation of case management systems and tools within courts and prosecution offices.

Provide technical and advisory services to institutional reform processes focusing on the achievement of the following results:

  • Development of accreditation standards for law schools to ensure the quality and uniformity of legal education. Ensure that UNDP assistance builds national capacity to operate legal education and professional training institutions;
  • Provide technical advice to strengthen the judiciary, including developing indicators for measuring improvements;
  • Facilitate the development of mechanisms and procedures to ensure that the selection and appointment of judges is based on professional, merit-based criteria in a transparent and independent process which represents the diversity of the country;
  • Provide technical and advisory support to the Judicial Training Institute in identifying training needs of justice actors and formulate training curricula and modules tailored to address specific needs;
  • Provide substantive inputs and support to the Judicial Training Institute in monitoring and evaluating training curricula;
  • Develop strategies for mechanisms to improve the monitoring and enforcement of judicial decisions;
  • Develop strategies to support internal self-regulation of the Judiciary as well as external mechanisms including the implementation and enforcement of the codes of conduct for judges, prosecutors and lawyers;
  • Develop the capacity of government officials in developing laws, regulations and policies. Support the formulation of a legal aid policy and framework;
  • Provide technical assistance to the establishment and development of the Attorney General’s Office;
  • Contribute to the development of standards of performance and internal regulations for the justice sector.

Ensures effective and efficient results-based project management focusing on the achievement of the following results:

  • Ensure that Judiciary programme resources are used in a balanced way that confirms the application of the Human Rights based approach and contributes to peace building;
  • Manage the delivery of inputs and outputs in line with the project’s approved annual work plan in the context of activities, ensuring proper monitoring and evaluation of the project;
  • Facilitating day-to-day management of the judiciary project activities, covering all phases of the project and adhering to the Project Document and annual work plans;
  • Working with government officials and the UNDP area-offices, serve as a liaison between government officials and the Project Management;
  • Undertake regular monitoring visits to project sites and produce monitoring reports;
  • Ensure project documents are in compliance with UNDP policies and procedures and undertake reporting on Project progress and constraints;
  • Ensure the preparing and maintaining of spreadsheets of project activities;
  • Facilitate judiciary meetings and missions;
  • Effective application of RBM tools, establishment of management targets and monitoring achievement of results;
  • Follow up on audit recommendations. All exceptions are timely reported;
  • Ensure that aggregate reports are regularly prepared on activities, outputs and outcomes;
  • Preparation of donor reports;
  • Create and coordinate partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities;
  • Ensure sector-wide coordination and strategic planning efforts and partnership;
  • As required, represent the project in national/international fora/discussions on the Judiciary.

Ensures knowledge building and management:

  • Identify sources of information related to capacity development of the judiciary and judicial institutions, and lessons learned directly linked to the rule of law;
  • Sound contributions to knowledge networks and communities of practice;
  • Organize trainings for the key Rule of Law partners on judiciary issues;
  • Coordinate development of Policies and institutions in relation to Judicial and capacity development needs in collaboration with the Government and other strategic partners;
  • Facilitate knowledge building and management of the ROL project team members and national counterparts;
  • Analyze results/lessons learned, and provide strategies for improved delivery of project interventions;
  • Ensure project lessons learned and best practices are captured and documented to inform wider policies and programmes..

Impact of Results

Successful implementation of the Rule of Law Programme 2015-2016 and the New Deal Compact state and peace building goals (particularly PSG 2 and 3) will ensure increased injection of both short and longer term institutional capacity development at national, state and district levels, resulting in the overall success of the country programme.

  • Education:
  • Master’s Degree or equivalent in Law, Human Rights, Political Science, or law related field.

Experience:

  • Minimum of 7 years relevant work experience in law or other relevant legal area;

  • Experience in the design and implementation of rule of law support programmes, preferably in developing countries and/or countries emerging from crisis;
  • Experience with informal justice and alternative dispute resolution mechanism preferred;
  • Strong IT skills.

JOB CONTEXT:

Handicap International started its first actions in Pakistan at the beginning of the 80’s and worked with Afghan refugees until the end of 90’s. The organization came back to the country when several natural disasters occurred in particular in 2010 when important floods affected more than 20 million of people. The position of Support Service Coordinator has been created recently while shifting the program from Emergency to Development management.

JOB DESCRIPTION:

You will join, as the Support Service Coordinator, the Central Asia and Pakistan program’s team composed of about fifty people. You will work under the responsibility of the Head of Mission and in strong links with project managers (supervised by the operational coordinator), with the support service team (two persons in finance, two in administration and two in logistics), with the project team members and the projects’ partners.

In the framework of your position, you will coordinate, pilot and manage the administration, finance, accountancy and logistic departments. As a key element in the team, you will bring a technical support and expertise to site administrators and project managers on the mission.

In concrete terms, you will ensure:

JOB ENVIRONMENT

You will be based in Islamabad, the capital of Pakistan. It is probably the safest city in the country although one should expect frequent strikes and demonstrations especially around government buildings. Very warm during summer (from May to September), rain could pour heavily for some hours, leading to floods and heavy damage. While respecting the cultural habits in countryside by being veiled, expatriate women are not expected to wear the full veil in Islamabad, keeping a shawl on their shoulders is considered correct. The team, mostly composed of men, is used to work with international staff and will help you to accommodate to the new environment.

Background:

Democracy Reporting International (DRI) is a non-partisan, independent, not-for-profit organisation registered in Berlin. DRI promotes political participation of citizens, accountability of state bodies and the development of democratic institutions world-wide. In Pakistan, DRI is working with the legislature, government bodies and civil society organisations at national and provincial levels.

DRI is implementing the project “Supporting Advocacy for Human Rights in Pakistan” funded German Ministry of Foreign Affairs. This project aims to build broad awareness of the European Union´s GSP+ incentive scheme, its conditionality and the link to democratic governance.

Duties and responsibilities:

DRI is recruiting a Human Rights Expert (ICCPR) to draft assessment on the status of implementation of ICCPR, including constructive recommendations for improvement. The report should give Pakistani stakeholders an overview on the status of implementation of Pakistan´s obligations related to ICCPR and provide guidance on options for improvement. The report will be written in clear and simple language and combine legal-technical depth with clear messages and feasible reform options.

The expert will be able to count on DRI´s team its office in Islamabad for research and logistic support, as possible and appropriate.

The Researcher is expected to do following tasks:

  1. Conduct preliminary research and develop a first outline, to be discussed with DRI team.
  2. Prepare a draft report which should discuss the current status of implementation on the convention and recommendations and priority reforms, based on:
    a. Conducting desk research
    b. Holding interviews with stakeholders, including civil society, legal experts, government and parliament;
  3. Discuss the draft report with DRI, its partner CSOs and an international expert for reviews and feedback;
  4. Revise the report in the light of recommendations and prepare a final draft.

Qualifications:

  • University degree in law, social sciences, or other relevant fields;
  • At least ten years of professional experience as Senior Researcher in the field of human rights, with specific relevant experience in treaty reporting and human rights advocacy;
  • Working experience or demonstrated knowledge of UN treaty monitoring and treaty reporting system;
  • Experience of working with civil society, on shadow reporting or capacity building;
  • Experience in legal assessment and reporting;
  • Excellent written English skills are essential

The Chief of Party (COP) is to be based in Mogadishu, Somalia and will have overall management responsibility for the project.

Reporting & Supervision:

This position reports to the Program Director in the CIT Division or his designee.

Primary Responsibilities

The Chief of Party will be responsible for the technical leadership and in-country management of the project. S/he will oversee the long-term expatriate and local staff and short-term experts in achieving project results. S/he will undertake regular assessments of the broader political environment within which the project operates to ensure flexibility and rapid reprioritization of activities when necessary.

Other responsibilities include:

  • Serve as principal liaison with U.S. Government representatives, Somalian government counterparts and community stakeholders on program communications and technical implementation activities.
  • Provide technical direction and leadership and oversight of all administrative matters.
  • Provide technical support to the team in all program areas.
  • Develop and implement work plans for project activities.

Required Skills & Qualifications

  • At least 7 years' experience as a chief of party or similar management role.
  • At least 8-10 years of relevant experience working for a USAID contractor or international NGO; at least 5 of which should be in a supervisory capacity.
  • Previous experience working in the region.
  • Familiarity and experience working with U.S. Government.
  • Demonstrated experience and knowledge in establishing systems and overseeing program start-up and close-out.
  • 3-5 years of experience working with electoral administration, civil society programming, and community mediation.
  • Experience with activity design, development, implementation and comprehensive monitoring and evaluation.
  • Excellent communication and interpersonal skills.

  • Maintains accurate records/charts of monitoring coverage of the patients in the clinic and target population

  • Provides counseling to the care givers on the preventative and curative health aspects of the vaccines, vaccination schedules, when to return for the other shot of vaccine etc.
  • Receives vaccines from the field office/UNICEF Depot and ensures that the cold chain is correctly maintained to the point of actual immunization in accordance to standardized guidelines
  • Prepares monthly statistical report, vaccine consumption/wastage rates and submits in timely manner.
  • ·Ensures that used syringes, needles and all vaccinations vials/ampoules are stored and disposed off as per protocols

Scope of Work:

The Medical Officer will be working under the direct supervision of the Senior Health Manager and will be directly responsible for overseeing adequate and effective implementation of the Health Program in Mogadishu.

Key Responsibilities:

Program Management:

  1. Ensure that clinical activities in the Mogadishu mobile clinics is implemented and running smoothly, including pharmacy, laboratory and reproductive health
  2. In collaboration with the Senior Health Manager, identify health program opportunities by assisting the health staff to carry out assessments to better inform healthcare service delivery
  3. Review clinical activities through periodic visits. Ensure that Hospital implementation strategies are compatible with overall program goals and objectives
  4. Participate in assessments of status of health sector in target areas and verify reports of infectious and epidemic diseases
  5. Ensuring that all IRC supported health facilities are well and adequately equipped to support the smooth running and comprehensive implementation of primary health care activities
  6. Inspect facilities and recommend building or equipment modifications to the Health Manager to ensure that activities are being implemented appropriately and as per the required hygiene and safety standards
  7. Coordinate all referrals of IDP and host community patients at the facility level to identified secondary and tertiary facilities as per MoH/WHO referral guidelines

Human Resource Management:

  • Directly supervise the staff working in the mobile clinics.
  • Direct monitoring and supervision of work activities of the clinical officer and oversight of other health staff (nurses, midwives, laboratory and pharmacy technicians and all auxiliary staff) in the IRC supported facility to ensure that work is done properly and efficiently.
  • Directly supervise the CHW supervisor and ensure a clearly defined schedule for conducting health education and mobilization activities in the community and hospital
  • Establish specific and well defined objectives, for directly supervised staff, as per staff job descriptions and ensure that objectives and job descriptions for other health staff are defined as well. Conduct staff appraisals through performance management evaluations
  • In collaboration with the Senior Health Manager, conduct recruitment, hiring and induction and training of the medical personnel as per the activities highlighted in the program documents
  • Orient new field staff members on personnel health and safety issues, i.e. scorpions, snakes and diseases unique to the area
  • Recommend promotions and disciplinary action of health staff to the Senior Health Manager
  • Establish work schedules and assignments for staff and constantly review this to ensure that objectives are met and implementation of activities is carried out accordingly
  • Ensure weekly staff meetings is conducted in collaboration with Clinical Officer and hospital Director and address issues raised as well as provide feedback on the implementation of activities and other issues that will enable smooth running of activities
  • Establish and follow up on implementation of Continuous Medical Education sessions at each hospital in collaboration with the clinic in charges

Grants Management:

  • Prepare monthly clinic specific work plans that reflect overall Health Program work plans as per the different grants and submit these to the Health Manager. Provide brief reports on status of activities’ implementation
  • Participate in monthly BVA meetings and provide adequate and timely feedback on under spend/overspend of health program budget lines and definite action points in relation to this

Monitoring, supervision and reporting:

  • Ensure proper data collection tools are in place and shared out with relevant staff. Closely monitor and evaluate staff understanding of use of these tools and recommend trainings/capacity building to facilitate collation of quality data
  • Ensure the timely collation of periodic data from the supported hospital, analyze and use the information to plan, monitor and manage the projects, with reports on changes in trends provided to the Senior Health Manager on a weekly (disease surveillance data) and monthly (other epidemiological data) basis
  • Drug management: ensure that the hospital has up to date drug management tools which are in use in all service departments, proper recording of drug distribution at all levels including ensuring that regular inventories are conducted, and ensure proper storage according to recommended standards. Monitor rational use of drugs periodically in comparison with morbidities
  • Monitor closely the morbidity and mortality trends together with all the other health indicators to ensure that prompt actions are taken
  • Prepare activity reports on a regular basis to inform the Senior Health Manager of the status and implementation of programs, services and quality initiatives
  • Conduct Monthly supervision of all health facilities supported by the program with reports of the same submitted to the Senior Health Manager and follow up action points clearly defined and ways of ensuring that these are followed through discussed with staff and implemented.
  • Assist in drafting donor sector reports periodically, as required by the Senior Health Manager, from accurate reports of all activities conducted in various health facilities
  • Attend meetings concerning overall health program issues as requested by the Senior Health Manager
  • Conduct regular review and recommend revision of training manuals to maintain consistency with the acceptable protocols and standards
  • Maintain updated libraries of manuals and other resources at all field sites
  • Keep the Senior Health Manager and Health Coordinator informed of all developments and issues through weekly situation reports.

Coordination

As requested by the Health Manager, liaise and coordinate with the WHO led Health Cluster in Mogadishu, UNICEF focal points and other external partners to facilitate information sharing to enable smooth running of primary health care activities

Required Qualifications:

  • Degree in Medicine and Surgery from a recognized institution
  • A mature person of high professional discipline and moral integrity, able to work under stress as the situation may dictate
  • Must be registered with the Directorate of Health (DoH) or Ministry of Health (MoH) of the Somali Federal Government and allowed to practice in Somalia.

Required Experience & Competencies:

Scope of Work

The Midwife is directly responsible to the Medical Officer and will carry out the following duties:

Programming

  • Ensure that all required observations, prescribed treatment and procedures are properly carried out and documented on patient's charts or cards.
  • Examines patients during pregnancy, utilizing physical findings, laboratory test results and patient's statements to evaluate condition and ensure patient's progress is normal.
  • Provide medical care and treatment to obstetrical patients under supervision of the medical doctor, delivers babies and instructs patients in prenatal and postnatal health practices.
  • Stays with the patient during labor to reassure and administer medication. Performs deliveries and postpartum examinations and treatments to ensure that patient and infant are responding normally.
  • Observes universal safety and hygiene procedures during delivery to ensure adequate patient outcome. When deviations from standard are encountered during pregnancy or delivery, administers stipulated emergency measures, and arranges for immediate contact of the medical doctor.
  • Visits patients during postpartum period in health center and provides instructions in care of self and infant.
  • Maintain record of cases for inclusion in patients' files.
  • Participates in and provides training to other staff.
  • Discuss cases with the medical doctor to assure observation of specified practices and establish a compassionate environment by providing emotional and psychological support to patients and patients' relatives.
  • Maintain safe and clean working environment by complying with procedures, rules and regulations.
  • Arrange and submit weekly work schedule and plan daily duties and responsibilities in collaboration with other nurses and medical officer in charge.
  • Attend monthly/weekly health center meetings.
  • Do health center coverage on-call as required.

Reporting and Communication

  • Maintain and submit nursing supplies inventory by checking stock to determine inventory level, anticipating needed supplies and placing orders for drugs and supplies.
  • Maintain professional and technical knowledge by attending educational workshops and participating in Continuous Medical Education sessions and other training.
  • Participates in health education for patients and families to provide information concerning pregnancy and child birth.

Duties and Responsibilities

  • To assist the Head of Finance and Administration (HoFA) in ensuring a timely and proper financial management of the programme
  • To support in all accounting tasks assisted by a team of Finance officers.

Accounting / Finance

  • To review monthly and bi-monthly cashbooks as recommended and ensure timely submission to DRC HQ.
  • To support the team of Finance officers to upload the cash books in the Navision system.
  • Train the Country and Field office Finance staff in cash books.

Key Tasks Key Responsibilities for the position::

1. Financial Management

• Keep base/project accounts

• Management and control of the cashboxes/bank accounts of the post

• Liaise with Administration, Logistics, and Data Department in Nairobi and field officer for documents preparation, finalization and tracking

The Somaliland Development Fund Secretariat now invites applications from qualified veterinary trainers / veterinary training institutions to provide the above services. To ensure that veterinary border inspections are carried out professionally, 35 MoL animal health professionals will receive a 3-week refresher training by senior lecturer(s) of veterinary teaching institutions or similar staff. Aroori BIP trainees concern 20 professionals coming from four Border Villages - Haji Salah, Duruqsi, Dhagax dheer and Balli Dhiig with five participants per Village (20). 15 MoL animal health professionals from Qool-Caday region will receive refresher training.

Required Qualifications/Skills

The required trainers must have the following qualifications. For training institutions, they must provide CVs of two trainers who meet the criteria below.

* University degree in animal health / veterinary medicine (minimum BVM)

To Design Pumping Equipment Installation for Two Boreholes located in the Proposed Aroori Livestock Holding Ground, Toghdeer Region , Ministry of Livestock, Somaliland

The Somaliland Development Fund (SDF) is a 4 - year fund designed to support the Government of Somaliland (GoSL) filling a critical gap supporting projects that are fully aligned to the National Development Plan (NDP). SDF is currently funded by the Department for International Development (DFID), the Danish International Development Agency (DANIDA), Norwegian Embassy and the Netherlands. The SDF has allocated funding for implementation of Enhancing Livestock Export System with Infrastructures and Services Projectin Somaliland implemented by the Ministry of Livestock (MoL). The MoL intends to use a part of the funding for engage the services of a short term Electro Mechanical Engineer to design Borehole Pumping Equipment Installation for two boreholes in the proposed Aroori Livestock Holding Ground in Toghdeer region.

The Somaliland Development Fund Secretariat on behalf of the Ministry of Livestock now invites applications from qualified Individual Electro Mechanical Engineers for the above short term opportunity.

Required Qualifications/Skills

Qualifications and skills

* Degree in Electrical or Mechanical Engineering or related technical field.

* Demonstrated excellent command of spoken and written English. Fluency in Somali is an advantage though not necessary; and

* Excellent interpersonal and diplomatic skills.

General professional experience

* At least 10 years demonstrated experience in the field of designing and installing electromechanical equipment for abstraction of groundwater and able to provide evidence and contact references.

Specific professional experience

* At least 5 years hands-on experience in design/selection and installation of electromechanical equipment for abstraction of groundwater using both generator and solar powered pumps.

* The expert must demonstrate that they have designed electromechanical equipment installation for two deep boreholes (>180 metres and above) in the last 5 years.
